Initially, Satoru Nii intended to create "WIND BREAKER" with the leader of Bofurin, Hajime Umemiya, as the protagonist instead of Sakura. In early storyboards, Umemiya was the main protagonist, and Sakura was among the Four Heavenly Kings, as revealed in an interview. The character settings shifted during planning, leading to the decision to have Sakura, who is unfamiliar with the town's circumstances, as the protagonist for an external perspective to facilitate storytelling.
